US trade agency reverses ruling on ESBR imports from Mexico

Preliminary USITA decision follows determination in July on ESBR imports from Mexico, Brazil, Poland and South Korea
Washington – US trade officials have cleared producers and exporters of emulsion styrene butadiene rubber (ESBR) from Mexico of antidumping allegations.
The preliminary ruling comes in the wake of an earlier determination against imports of ESBR from Brazil, Mexico, Poland and South Korea.
A five-year sunset review had decided that the anti-dumping duties on product from these countries would remain in place.
However, the US International Trade Administration (USITA) announced preliminary findings 10 Oct showing that Mexican ESBR suppliers had sold “at prices below normal value during the period of review.”
The period of review was from 1 Sept 2021 to 31 Aug 2022, according to the US agency's announcement.
The decision covers ESBR exports by Industrias Negromex SA; Continental Tires de Mexico SA; Hyundai Glovis Mexico and Pirelli Neumaticos SA.
Furthermore, the USITA found that Dynasol Elastomeros of Tamaulipas, Mexico, had “no shipments” during the period of review.
Interested parties have been invited to comment on the preliminary results.
