Investigation launched upon petition by 'sole manufacturer', Covestro India
New Delhi – The Indian government has launched an investigation into alleged dumping of thermoplastic polyurethanes (TPUs) originating or exported from China.
The probe was initiated upon a petition by Covestro India, which has alleged that injury and threat of injury is being caused to the domestic industry due to the dumped imports.
In a 29 Sept statement, the directorate general of trade remedies (DGTR) at the Indian commerce ministry said that the product scope covered polyester-based and polyether-based TPU elastomers.
Polycaprolactone-based TPUs have been specifically excluded from the investigation, it added.
According to DGTR, Covestro India has claimed in its petition to be the “sole producer” of the subject goods in India, constituting 100% of the Indian production.
“The applicant has claimed that its performance has been adversely impacted in respect of sales, profitability, return on investment, accumulation of inventories and capacity utilisation,” said the agency.
There is, it went on to add, “sufficient prima facie evidence” that the injury is being caused by dumped imports from the subject country.
