China extends duties on halogenated butyl rubber imports

Anti-dumping tariffs target imports from US, EU, Singapore and UK
Beijing – China’s Commerce Ministry (Mofcom) has extended anti-dumping duties on halogenated butyl rubber imports from the US, EU, Singapore and the US.
The decision follows a sunset review of tariffs initially imposed in 2018 and a review petition by Zhejiang Cenway New Materials Co., Ltd, Mofcom announced 16 Aug.
Mofcom said it established that without the measures, there was a “possibility of continuation or recurrence of dumping” and damage to local industry.
As a result, the extended round of tariffs will be effective 20 Aug and will be as follows:
US: 1. Exxon Mobil Corp. 75.5% 2. All others 75.5%
EU: 1. Arlanxeo Belgium Ltd. 27.4% 2. All others 71.9%
UK: 1. ExxonMobil Chemical Co. Ltd. 71.9% 2. All others 71.9%
The dumping investigation period for the review was from 1 July 2022 to 30 June 2023, and the industrial damage investigation period was from 1 Jan 2018 to 30 June 2023.
Halogenated butyl rubber is widely used in applications including tire inner liners, heat-resistant hose, conveyor belts, pharmaceutical stoppers, shockproof pads, adhesives and sealing products.
