Neste strengthens chemical recycling infrastructure in Europe

To set up liquid waste storage tanks in Rotterdam in cooperation with Tepsa Netherlands
Helsinki – Neste Corp. is progressing its major chemical recycling project with a new cooperation agreement with liquid storage specialist Tepsa Netherlands.
The partnership, announced 4 Oct, is focused on setting up advanced aggregation tanks for the storage and handling of liquefied waste tires & plastic at the port of Rotterdam, The Netherlands.
The infrastructure deal follows industrial-scale processing runs at Neste’s Porvoo site, in Finland, where the Finnish refiner processes pyrolysis oil derived waste tires and plastics into new feedstock materials.
In its latest announcement, Neste said it is moving towards using larger quantities of liquefied waste as a raw material at the Porvoo refinery, where it produces Neste RE, a drop-in feedstock for the production of new plastics and chemicals.
The aggregation tanks in the Port of Rotterdam, Neste noted, will help optimise supply chains and streamline logistics, offering "seamless connectivity to the continent's expansive infrastructure.”
“We are continuously expanding our network of suppliers for liquefied waste plastic and the new storage significantly enhances our offtake flexibility,” said Andreas Teir, head of chemical recycling at Neste.
The tanks are expected to be operational in the second half of 2025, aligned with Neste’s schedule for the ongoing construction of capacity upgrading facilities for liquefied waste tire and plastic in Porvoo.
Neste has been refining liquefied waste plastics on an industrial scale since 2020, with a project to raise capacity to 150 kilotonne per annum (ktpa) set to come on-stream in 2025.
The Pulse project is expected to contribute to scaling up the group's chemical recycling operations to 400ktpa by 2028.
