USITC schedules final phase of Thai truck and bus tire investigation

Follows Commerce department’s preliminary determination that imports are being sold in the US at less than fair value
Washington – The United States International Trade Commission (USITC) has initiated the final phase of an antidumping duty investigation concerning truck and bus tires from Thailand.
In a 6 June statement, the Commission issued a schedule for the process to determine whether the US tire industry is being negatively impacted by these imports being sold at below market prices.
The final phase of the investigation follows an affirmative preliminary determination by Commerce that imports of truck and bus tires from Thailand are being sold in the US at less than fair value.
The US Commerce department defined the imports as ‘new pneumatic tires, which may be tube-type, tubeless, radial, or non-radial, also known as bias construction or bias-ply.’
The investigation was in response to a petition filed 17 Oct, 2023 by the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union.
According to the USITC, a 'pre-hearing staff report' in the final phase of the antidumping investigation “will be placed on non-public record on 25 Sept, with a public version to be issued thereafter.”
The Commission said it will start the hearing in connection with the final phase of this investigation beginning on 10 Oct, with requests to appear to be filed in writing by 4 Oct.
Among other deadlines, parties are required to file and serve written testimony and presentation slides in connection with their presentation at the hearing by 9 Oct.
On 30 Oct, the Commission will make available to parties all information on which they have not had an opportunity to comment, with final comments on this information required by 1 Nov.
