Hearing date set after determination that the materials were being sold at less than fair value
Washington – The US International Trade Commission (USITC) has scheduled the final phase of its investigations into alleged dumping of emulsion styrene-butadiene rubber (ESBR) from Czechia and Russia.
A hearing-start date of 8 Nov was set following “affirmative preliminary determinations” by the US department of commerce that ESBR imports from the countries were being sold in the US at less than fair value.
The investigation follows a November 2021 petition by Lion Elastomers, which claimed that EBSR imported from Czechia, Italy and Russia was being dumped in the US market, noted USITC’s 27 June statement.
The US department of commerce previously concluded its investigation into the dumping of emulsion styrene-butadiene rubber (ESBR) from Versalis SpA of Italy on 26 April.
This found that the materials imported from Italy between 1 Oct 2020 and 30 Sept 2021 were “being, or likely to be, sold in the US at less than fair value.”
Based on its findings, the department proposed an antidumping rate of 29% on ESBR produced by Versalis.
USITC then had 120 days to determine whether the Italian ESBR imports were "materially injuring, or threaten material injury to, the US industry."
