India finds China guilty of dumping curing presses
ERJ staff report (DS)
New Delhi -- India's Commerce Ministry has supported a complaint issued by Indian tyre machinery maker Larsen & Toubro that Chinese suppliers are dumping curing presses in the region. On 15 October, the Ministry issued its final findings in the case.
The decision to impose a dumping margin of 10 percent on all tyre curing presses imported from China. This includes presses made by companies with headquarters outside China
In its findings, the Commerce ministry said imports to India of tyre curing presses reached 24 units in 2001-08, representing 8 percent of demand (by units) compared to a demand in India of 338 units. The report noted domestic production was 417 units in the same year. The report also notes, "The prices being quoted by the Chinese suppliers are significantly lower than prices being quoted by the Indian Producers."
Tyre makers Apollo and JK Tyre nboth argued against the imposition of dumping duties. Apollo said, "The petitioner (L&T) has displayed the monopolistic practices. Anti-dumping duty on TCP will further strengthen the Monopoly of Petitioner and hurt the Domestic Tyre Industry severely."
